Season 1[]
He ordered city-wide raids following the shooting of Kima Greggs. At the hospital, Commissioner Warren Frazier found Lieutenant Cedric Daniels being interviewed by Edward Norris and went on to see Greggs. He shook Norris's hand, mistaking him for Lieutenant Daniels. He informed Cedric that the entire police department stood behind Kima. ("The Hunt")

- As actor Dick Stilwell died in a car accident after the filming of this episode, the character retired and Ervin Burrell replaced him as commissioner.
